Victims need secure, long-term local shelter and services. The lack of appropriate shelter and services for this population of victims forces their default placement in juvenile detention facilities.

The FBI, ICE, Phoenix Police Department, the U.S. Attorney's Office, and the Department of Labor all told the Human Trafficking Task Force that the efforts to stop human trafficking and the forced exploitation of children cannot be done without the aid of non-government organizations.
